A long- time member of the Local Government Managers Association, he received his 20-year Certificate of Service earlier this year.

Mr Melchert and wife Kathy have lived in the Douglas Shire for 20 years.

"I feel privileged to have raised our three sons in this amazing part of the world," he said.

Mr Melchert offers a wealth of experience, including over 30 years in senior Local Government roles, including CEO of Douglas Shire and continuing work as a Local Government Consultant. Most recently, he was engaged to resolve complex accounting and Financial Statement & Audit issues for a Northern Council.

"This background gives me the technical and accounting skills and Local Government experience to ensure the New Douglas Shire gets maximum return of assets and cash reserves from Cairns Regional Council," he said.

"It is my view that the Cairns region, and Douglas in particular, is on the edge of an exciting new wave of tourism and business activity. I have the local government and business experience to assist in ensuring the community gets maximum benefit from this opportunity.

Mr Melchert said he believes "a large section of the community has not had a voice in Council in recent times", stressing his intention to "actively and regularly consult with the whole community in considering policy direction."

Priorities

  • Ensure a maximum return of Assets and cash reserves from Cairns Regional Council. Without the full return of the former Douglas Councils cash at bank at the time of amalgamation ratepayers will suffer financially with disproportionate increases in rates.
  • Ensure full Community Consultation on the new Planning Scheme when the Council is re-formed and that community forums and full mapping is part of this process. Unbeknown to most residents and property owners a new Planning Scheme for Douglas is 70% complete and submissions close on 1st November 2013.
  • Make rates and charges affordable for residents and business, and to reduce “red” tape.
  • Make living in Douglas more affordable and to reduce cost of living pressures in Douglas
  • Ensure regular Community Consultation forums are held by Council in all areas.
  • Support initiatives for the Tourism, Business, Cane and Agricultural Industries and seek out and support new business opportunities.
  • Increase employment opportunities in the Shire, particularly for young people.
