State Gov caught napping

A team to oversee the transition away from Cairns Regional Council has yet to be implemented, a month after the poll which decided the future of the region.

The Minister for Local Government, David Crisafulli, initially said a transition manager would be appointed on the Monday after the vote, but Division 10 councillor Julia Leu believes the State Government may have been "caught napping".

"At the moment it's a waiting game," Cr Leu said. "The Minister will be approving what's called a 'regulation' which will determine all the parameters of how the transition process will work...all sorts of aspects to do with the role and responsibilities of the transition manager.

"I've been told it's imminent but haven't been given a date.

"I suspect that the Government has been caught napping. I don't know that until the last week or two (prior to the poll) that they expected there would be four 'yes' votes.

"But that's only what I suspect given that you would think the regulation would be in a more advanced state that what it certainly appears to have been."

Cr Leu said she was pleased senior council staff had been given an opportunity to review a draft regulation and provide input.

"I'm just looking forward to seeing the draft regulation so we can move on as quickly as possible because it's a very important job, the whole transition process, and it has to be done properly and fairly."

Cr Leu said she had been told a transition manager would be appointed in the first or second week of April, but expects the announcement by next week.

She added that the delay should not impact heavily on the ability to complete the task at hand effectively.

"We do have time, it's just that we need to start these things sooner rather than later, and it's just disappointing that the regulation wasn't further advanced at the time the poll was taken."
